I tried to read the full terms and conditions on their web site. Best I can tell, there’s a 45ยข fee on EVERY transaction EXCEPT when you buy from “participating ARCO and ampm store locations.”

And even on that, “Terms of this offer are subject to rules determined by ARCO and may be modified, added or deleted, and this Program may be eliminated in its entirety without notice to Cardmembers.”

I’m STILL not understanding their reason for existing.
