Great observation. Sometimes its better to say no when you’re overwhelmed and other times its better to say yes after you know you’re willing and able to commit.

SO true! I’ve learned the hard way on this one. But one of the best pieces of advise I’ve heard relevant to this is to say “no” and do it quickly, as soon as you’ve gotten the request, and not let it fester. Every hour that goes by without dealing with it makes it exponentially that much harder.
